Inspect the latest matching epoch for declines. The default only reports locally. Supplying --webhook sends the report and decline summary to that URL.

What happens

Reads retained epoch classifications. Without --webhook it only reports locally. Explicit webhook delivery sends the report and decline summary; a missing report or failed delivery is an error. Unknown outcomes do not trigger a decline.
