Import local citation epochs into one accessible project. Identical retries are deduplicated; changed evidence for an existing epoch is rejected. Unknown rates remain null and imported watches stay paused.

Import one to 100 rows into the requested project. Row ownership must match the authenticated workspace and that project. Identical retries return no new rows. A retry with different evidence is rejected. An epoch with no known samples retains null rate and interval bounds.Output fields
